Staff recommends award of a contract with Career Center, Inc. d/b/a Temp Force for temporary personnel services.
Explanation
City Departments require temporary personnel services for various job duties on an as-needed basis due to job vacancies, extended absences, special project requirements, etc. A contract for temporary personnel services provides required staffing to support City departments under these circumstances.

The Bid Specifications require that the temporary personnel contractor be capable of providing qualified staffing for various job classifications. Bidders provided a rate for an "all inclusive multiplier" which is the amount applied to the hourly rate set by the City for the job classification. The wage rate added to the multiplier represents the billing rate paid to the Contractor. For the first three years of the contract, the Contractor is required to maintain the "all inclusive multiplier" percentage rate.

Invitations to Bid were sent to eleven (11) prospective bidders. Seven bids were received. Companies were evaluated based on several criteria including the multiplier, business references, experience, qualifications, applicants' screening process, certifications and recruitment policy. Career Center, Inc. d/b/a Temp Force, a state certified, minority-owned, local business submitted the best evaluated bid. A tabulation of the evaluation results is attached for your reference.
Recommendations
The City Commission: 1) authorize the General Manager, or his designee, to negotiate and execute a five year contract with Career Center, Inc. d/b/a Temp Force for temporary personnel services for City departments, subject to approval of the City Attorney as to form and legality; and 2) approve the issuance of purchase orders for these services in amounts not exceeding budgeted amounts for each fiscal year, pending final appropriation of funds for each fiscal year.
