Title
Approve Action Plan for the Cabot-Koppers Superfund Off-site Surface Soils Remediation Enhancement in the Stephen Foster Neighborhood (B)

This item involves a request to the City Commission to approve the revised Offsite Remediation Action Plan for the Cabot-Koppers Superfund Site.

Explanation
This item supports the City Commission Strategic Initiative 6.4: Actively participate in the clean-up and redevelopment of the Cabot/Koppers Superfund site.

The City Commission directed staff to draft an Offsite Remediation Action Plan for public review and input; and this draft was presented on November 7, 2013. The commission approved the draft to be posted on the City's webpage to receive public input and comments for a minimum of 30 days.  One set of comments was received by one citizen. These comments have been included in the plan as appropriate. City staff will continue to coordinate with stakeholders such as citizens, City Departments and Divisions, Protect Gainesville's Citizens (PGC), the Local Intergovernmental Team (LIT) and other interested parties who wish to provide additional input on the Action Plan as it is implemented.

Fiscal Note
Funding is required to implement a number of the planned outreach opportunities within the revised Offsite Remediation Action Plan. A breakdown of estimated costs totaling $2,900 is included for approval.

Recommendation
The City Commission: 1) approve the revised Offsite Remediation Action Plan; 2) direct the City Manager to identify funding up to $2,900 for the implementation of the Action Plan Steps as shown; and 3) direct staff to continue with the steps outlined in the revised Offsite Remediation Action Plan.
