Explanation
Every three years, the City and County adopt Local Housing Assistance Plans (LHAP) to be eligible to receive State Housing Initiatives Partnership (SHIP) Program funds from the State of Florida. The City and County current adopted LHAPs cover State Fiscal Years 2014/2015-2016/2017 and 2017/2018-2019/2020. The LHAPs describe program activities for the utilization of SHIP funds through public/private partnerships which expand the production and preservation of affordable housing.

On April 12, 2005, the City and the County entered into an Interlocal Agreement for the administration of SHIP Special Housing Needs for the purpose of providing and administering funding to provide housing for persons who have special housing needs. Florida Statute, 420.0004 (13) defines "Persons with special needs” as an adult person requiring independent living services in order to maintain housing or develop independent living skills and who has a disabling condition; a young adult formerly in foster care who is eligible for services under s. 409.1451(5); a survivor of domestic violence as defined in s. 741.28; or a person receiving benefits under the Social Security Disability Insurance program or the Supplemental Security Income program or from veterans’ disability benefits.

The 2005 Interlocal Agreement for SHIP Special Housing Needs capped program funding levels for such projects at “the lesser of up to 50% of the eligible construction project cost or $6,000 per unit.” Currently, the County wishes to fund several projects at a level higher than that cap. As such, the City has been informed that the County intends to amend the County’s 2014/2015-2016/2017 LHAP to increase the maximum award for the Special Housing Needs Program up to $100,000 ($5...
