A resolution amending and restating the supplemental rules of procedure governing virtual public meetings during the declared State of Emergency for the COVID-19 Pandemic; providing a severability clause; providing for repeal and conflicting provisions; and providing an effective date and duration.

explanation

At its regular meeting on September 17, 2020, the City Commission requested that the Clerk of the Commission look into administering pre-recorded general public comment as the first item on Regular Meeting agendas.  The Clerk has worked with the City's Information Technology Department and Communications Department to determine a way to provide pre-recorded public comment.  The Commission also expressed interest in Commission Comment being moved to immediately follow the Business Discussion Items portion of each Regular Meeting agenda.  This Resolution accomplishes those revisions to the Supplemental Rules of Procedure for virtual meetings.
