This item is a request for the City Commission to approve the second amendment to the Interlocal Agreement between Alachua County and the City of Gainesville for Recycling Processing extending the term through FY21.
Explanation
Alachua County has processed and marketed the City’s curbside recycling since 2014 at the County’s Material Recovery Facility at the Leveda Brown Environmental Park. The current agreement was originally approved in 2019 by the City Commission. The current agreement expired on September 30, 2020.
Costs and revenues from the contract are dependent on the average price of recyclables marketed by Alachua County. The value of recyclables has been less than the cost to process the material which results in a monthly bill to the City. The City receives revenue when the average price for recyclables is greater than $150 per ton.
The Alachua County material recycling facility is the only dual stream recycling processing facility in the area.
Fiscal Note
Funding in the estimated amount of $250,000 is budgeted in the FY21 Solid Waste Fund Account.
Recommendation
The City Commission authorize the City Manager, or designee, to execute the Second Amendment to the Interlocal Agreement between Alachua County and the City of Gainesville for Recycling Processing through September 30, 2021, subject to approval by the City Attorney as to form and legality.
