Request for Proposal (RFP) Staff Ranking - Rental Housing and Energy Efficiency Inspections C.A.P. Government Inc. (B)

 

Explanation

This item involves a request for the City Commission to approve the staff ranking of the associated RFP and authorize the City Manager to negotiate a professional services contract with C.A.P. Government Inc. for the rental housing inspections and energy efficiency assessments associated with the implementation of the Residential Rental Units Ordinance.

 

On September 20, 2020, the City Commission approved substantial changes to the now obsolete Landlord Licensing Ordinance and established a new Residential Rental Units Ordinance.  Part of the scope of the ordinance is to institute mandatory quadrennial inspections and eight-year energy efficiency audits done to qualifying rental properties.

 

On January 9, 2021, City posted a solicitation for the inspections and energy audit components of the ordinance.  Two companies responded to the RFP - C.A.P. Government, Inc. and Morgan Engineering Group, LLC. Staff evaluated both proposals and C.A.P. Government, Inc. was ranked highest to perform the work based on a combination of their experience, approach, and understanding of the inspection and energy audit requirements in the ordinance.

 

Strategic Connection:

Goal 3 of the City Commission’s Strategic Plan concerns making Gainesville a great place to live and experience with the implementation of the rental housing ordinance identified as the top priority under the FY2021 Management Actions.

 

Fiscal Note

The contract expenses will be paid for by the permit fees collected under the Residential Rental Unit Ordinance.

 

Recommendation

The City Commission: 1) approve staff’s recommended ranking of the firms; 2) authorize the City Manager or designee to negotiate a contract and any related documents with C.A.P. Government Inc. subject to approval from the City Attorney as to form and legality.
