This item is a request for City Commission approval to execute Agreement Number HO473, Project Number 4337-331-R, which is titled “Federally Funded Subaward and Grant Agreement, for a project titled: Gainesville Regional Utilities, Pole Hardening 36 Neighborhoods, Utility Mitigation”

Explanation
FEMA has estimated that approximately $2,044,645 will be allocated to Alachua County for Hazard Mitigation Program (HMGP) grants under Hurricane Irma Disaster Declaration, FEMA-4337-DR-FL. Gainesville Regional Utilities identified thirty-six potential projects where there had been repetitive loss of service during past hurricanes and submitted them to the Alachua County Local Mitigation Strategy (LMS) working group for review and ranking.

All thirty-six of the projects were designed to harden the electrical distribution system in individual neighborhoods and were given funding priority by the LMS. The projects advanced to State and Federal review where it was recommended that the thirty-six projects be consolidated into a single project with multiple performance locations.

In each of the neighborhoods, GRU will upgrade select corner, dead-end, and mid-tangent wooden utility poles with new, higher-rated (in most cases, two-classes stronger) wooden utility poles. In addition, GRU will install guy wires and anchors, where appropriate, to provide lateral support for poles supporting pole-mounted transformers or other electrical distribution equipment in a configuration designed to provide protection against 141 MPH winds. This utility mitigation project intends to minimize the loss of electrical service in the project areas and is estimated to take 36 months to complete.
