Explanation

This item is a request for the City Commission to approve the guaranteed maximum price (GMP) of $1,419,415 for construction of Little Hatchett Creek Stabilization facilities with Wharton-Smith, Inc. Due to the level of difficulty of constructing facilities in the Little Hatchet Creek stream bed, Public Works recommends the use of the City’s Construction Manager at Risk contracts to accomplish this work. Wharton-Smith has provided pre-construction services during the design process. The work will include construction of a retaining wall and installation of a grade control structure.

Little Hatchett Creek is subject to stream channel erosion. The project will stabilize the creek bank with an engineered wall system and protect the Airport Helicopter Hanger from failure into the creek bed. Stream bank failure and channel incision has exposed the Hawthorn geologic feature that contains phosphate. Erosion of this material contributes nutrient pollutants to Newnans Lake. The water quality benefit of this project is estimated to be the removal of 4,723 pounds of total phosphorus per year. The project will achieve the City of Gainesville’s required total phosphorus nutrient reduction under the Orange Creek Basin Management Action Plan for Newnans Lake.

Fiscal Note

Funding for this project in the amount of $1,419,415 is available through the Fiscal Year 2022 Stormwater Management Utility Capital Improvement Budget, the undesignated Stormwater Management Utility fund balance, and a $505,000 contribution from the Florida Department of Transportation.  This contribution is established within the 2017 Interlocal Agreement for Allocation and Implementation of the National Pollutant Discharge Elimination System Program Requirements and for Basin Management Action Plan ...
