Explanation

For the consideration of the Board and RTS Staff, a service improvement is proposed in the form of boarding at all doors on routes/sections where serial handling at the farebox is not critical, e.g. where the pass programs for UF/SF students are in effect or where 18-/65+ year-olds frequently ride. Proposal aims to improve throughput by decreasing dwell time needs and to even out distribution of passengers throughout the bus. Doors would be utilized more equally given riders already frequently alight via both doors.

Recommendation

Determine whether the potential improvements to the passenger experience can outweigh concerns that fare evasion may increase; examine evidence to the contrary from other agencies' example; consider modes of proof-of-payment as a parallel and supporting endeavor.
