Release of the GCRA Reinvestment Plan (B)

Explanation

The City of Gainesville Community Reinvestment Area (GCRA) 10 year Reinvestment Plan was approved by the Gainesville City Commission on March 5th, 2020, and released to the public on March 17, 2020 at a public unveiling event.

The plan document provides a brief history of the former CRA, encapsulates the present by an annual accounting of redevelopment activities completed in FY 2019 by the former CRA and looks to the next ten years by analysis of community feedback, project opportunities, proposed redevelopment locations and surrounding context, and a work plan.

The City of Gainesville and Alachua County entered into an inter-local agreement, effective April 9, 2019, that provided the framework for the Community Redevelopment Agency to become one consolidated Community Reinvestment Area (GCRA). Section 4 of this document states,

“On or before April 1st of each year (commencing by April 1, 2020) the parties agree to hold a Joint Meeting at which each Party (or, in the case of the City, its Redevelopment Agency) will present an Annual (or longer duration) Work Plan that describes the Community Redevelopment that is planned to be undertaken…”

City of Gainesville Ordinance No. 18100, Section 2-401, also provides similar language requiring the city to present a work plan in a joint meeting with the county commission that describes future redevelopment. In addition, Section 2-410 of the city ordinance requires the adoption of a reinvestment plan.

Community outreach has driven the planning process. The GCRA went through a six-month community engagement process to take the former redevelopment plans and work plans and consolidate into one reinvestment plan for the City of Gainesville.

Copies of the plan are available at the GCRA office and at City Hall during regular business hours. The plan document may also be downloaded from the GCRA website at www.gainesvillecra.com
