City-County-Shands Funding Agreement for Eastside Urgent Care Center (B)

Explanation

This item is an agreement between the City of Gainesville (City), Alachua County (County), and Shands Teaching Hospital and Clinics, Inc. (Shands), for the City and County to provide an equal amount of funding for Shands to construct and operate an urgent care center near the Waldo Road/Hawthorne Road interchange.  The approximately 10,000 square foot urgent care center facility will address health disparities in the Gainesville-Alachua County community and will act as a response to public health emergencies and their negative economic impacts. The urgent care center will provide a variety of medical services including on-site lab, x-ray, and minor medical procedures and will serve individuals of all ages, who are with or without insurance coverage or advance appointments. The clinic will operate 7 days a week and will offer extended hours.

The City and the County will each provide funding in the amount of $2,250,000 (for a total amount of $4,500,000), which will be provided to Shands for construction costs associated with construction of the urgent care center. Under the Agreement, funds must be encumbered by the City and Shands must commence construction by December 31, 2024. It is anticipated that the urgent care center will be completed within 18 months after Shands commences construction. After Shands has completed construction and has begun operating the urgent care center, Shands must under the Agreement maintain continuous operations of the urgent care center for a period of 20 years. If at any time during the Agreement Shands ceases to operate the urgent care center, it must reimburse the City and the County certain prorated amounts of the funding provided.
