Ordinance No. 211461

An ordinance of the City of Gainesville, Florida, removing building permit fees from section 6-7 of the Code of Ordinances; amending Appendix A, Schedule of Fees, Rates and Charges of the Code of Ordinances by revising fees, rates and charges for the following:  building permit fees; land development code; parks, recreation and cultural affairs; residential rental unit permits; providing directions to the codifier; providing a severability clause; providing a repealing clause; and providing an effective date.

explanation

On June 2, 2022, the Department of Sustainable Development presented the results of a fee study, which included proposed increases to Building Division and Planning Division fees.  On July 14, 2022, the Budget and Finance staff presented the proposed FY2023 budget to the City Commission.  As presented, the proposed FY2023 revenues included proposed increases of certain Appendix A fees, rates and charges.

This ordinance includes reductions to certain city swimming pool fees.  It also includes a new "failed inspection fee" for reinspection of a rental unit that was found deficient after the compliance inspection was conducted.

This ordinance also removes the schedule of building permit fees from Section 6-7 of the Code of Ordinances and inserts the schedule of building fees into Appendix A.

This ordinance requires two readings and will become effective immediately upon approval at second reading.  However, the fee increases/decreases will become effective on October 1, 2022.

fiscal note

Increased revenues resulting from the proposed Appendix A fees, rates and charges are included in the proposed FY2023 balanced budget.

recommendation

The City Commission adopt the proposed ordinance.
