Staff recommends approval to purchase the Operational Training & Information Management Applications Software "OPTIMAS" Learning Management Control System by Power Specialists Assoc., Inc. for training and documentation services of Energy Supply operations and maintenance staff.
Explanation
The Energy Supply Department is undergoing a "generational" turnover in operations and maintenance staff. Energy Supply Management identified a strategy to improve internal training with the goals of improving quality and shortening cycle times. This goal will be supported by replacing the majority of generic training systems with more focused plant specific training. The Learning Management Control System will act as a framework in support of these goals.
Purchasing issued a Request for Proposal for a Learning Management Control System for the Energy Supply Department. The Request for Proposal was sent out to eleven prospective proposers, four responses were received. Power Specialists Assoc., Inc. submitted the best-evaluated proposal for the LMCS based on the following criteria: technical requirements, system functional requirements, product demonstration including product usability, product functionality, project approach and implementation methodology, maintenance and support. A tabulation of the scoring is attached for your reference.
Recommendations
The City Commission: 1) authorize the General Manager, or his designee, to negotiate and execute a contract and software license agreement with Power Specialists Assoc., Inc. for purchase and installation of "OPTIMAS" LMCS, subject to the approval of the City Attorney as to form and legality; and 2) approve the issuance of a purchase order to Power Specialists Assoc., Inc. in the amount not exceeding $117,000 for the "OPTIMAS" LMCS, which includes installation, training and maintenance for a six year period.
Fiscal Note
Funds are available in the FY 2008 Energy Supply budget to cover this expense.
