Purchase Order for Gravity Sewer Rehabilitation Hogtown Creek Sewer Interceptor System Phase VIII (B)
Explanation
The Hogtown Creek Sewer Interceptor System is an existing vitrified clay sewer main located within a wooded easement along Hogtown Creek. This phase of the gravity sewer interceptor rehabilitation project includes sections of the sewer main from the 800 Block of NW 18th Terrace to the 1100 Block of NW 22nd Street. The sewer main has exceeded its expected life and may be subject to internal corrosion, breaks, and groundwater infiltration if not rehabilitated. Due to the depth and location of the sewer main, there is not adequate area within the easement to allow replacement of the sewer main using conventional open trench methods.
Lining the sewer mains with a cured-in-place resin impregnated liner provides a viable and cost effective alternative for the rehabilitation of the sewer main. The Insituform lining of the sewer main will provide renewed structural integrity, eliminate internal corrosion and eliminate infiltration of ground water into the sewer system which can exceed the existing gravity system capacity and could result in ground settlement, and ultimate failure of the system. Infiltration also significantly reduces the wastewater collection and treatment system's capacity as well as increasing pumping and treatment costs. This project is part of an on-going program to reduce infiltration and inflow within the wastewater collection system. In addition to lining the sewer main, the proposal also includes televising of the sewer line, heavy cleaning, and the installation and operation of a temporary wastewater bypass pump and above ground force main as may be required.
Proposals were obtained from two firms qualified to perform these services. Insituform Technologies, Inc. was the low bidder. A bid tabulation is attached for your reference.
The recommended amount of $88,630.00 includes a 10% contingency for additional materials and labor, which may be required to complete the work.
Recommendations
The City Commission authorize the issuance of a purchase order to Insituform Technologies, Inc. for the rehabilitation of 2,083 linear feet of 10 inch gravity sewer main in the Hogtown Creek Sewer Interceptor System in an amount not to exceed $88,630.00.
Fiscal Note
Moneys for this project are available in the Gravity System Renewal and Replacement category of the Wastewater Capital Improvements Budget for the fiscal years 2001/02.
