Explanation
GRU has historically provided certain wastewater services to other governmental agencies including the transportation, treatment, and disposal of leachate and biosolids, as well as occasional assistance with the operation and maintenance of wastewater collection and treatment facilities when surrounding communities have emergency or upset conditions.  Attached is a draft contract with High Springs for GRU to provide biosolids transportation, treatment, and disposal through September 30, 2010.  In accordance with the draft agreement, GRU will transport biosolids to GRU's facilities for treatment, and then land apply those biosolids to farmland as part of our normal land application activities.  GRU will be adequately compensated for this contract service in an amount that covers all costs associated with the service as well as the risks associated with providing this service.  Of course, this revenue becomes part of GRU's gross revenues, and adds to the basis for calculating the General Fund Transfer to General Government.  Smaller communities such as High Springs that choose to use this service are able to take advantage of the economies of scale that GRU can offer and be assured that their materials will be treated in compliance with all applicable environmental regulations by a reputable organization.  
Recommendations
The City Commission authorize the General Manager or his designee to enter into agreements with the City of High Springs and other governmental agencies substantially in the form of the agreement attached hereto for providing contract wastewater services including those related to transporting, treating, and disposing of biosolids and leachate when such agreements are mutually beneficial to both parties, subject to the approval of the City Attorney as to Form and Legality.
Fiscal Note
Based on the projected amount of biosolids generation from the City of High Springs, the gross revenue from this agreement will be approximately $47,000 per year, resulting in an increase to the General Fund Transfer of approximately $6,900.
