Grant Award - State of Florida Department of Community Affairs (DCA) Residential Construction Mitigation Program (NB)
Explanation
The Residential Construction Mitigation Program (RCMP) provides competitive grants to state or regional agencies, local governments, and private non-profits/for profit organizations to implement projects that will further the RCMP program objective of enhancing residential wind mitigation. Applications were accepted and funded in the following six project categories: 1) projects that promoted public education on wind mitigation and wind mitigation areas; 2) projects that encourage and/or increase integration of wind mitigation into comprehensive planning and local mitigation plans; 3) projects that promote market-based, non-regulatory approaches to mitigation; 4) projects that provide assistance to low- and moderate-income residents and promote wind mitigation; 5) projects that enhance program administration and identification, measurement and attainment of program goals; and 6) other projects that further wind mitigation/RCMP objectives. The City's RCMP application was funded because it provides improved wind mitigation in residential structures that participate in the City's rehabilitation or new construction programs.
Fiscal Note
Funding in the amount of $185,831.00 has been awarded to the City. A maximum of ten percent of the total grant is allowed for administration expenses. The payments to the City shall be made on a reimbursement basis as needed up to the grant award of $185,831.00. A 100% cash match is required; which will be provided from the Housing Division's current SHIP, HOME, and CDGB budgets. The RCMP funding will be awarded as a grant to eligible homeowners for the rehabilitation and/or construction of their home. The RCMP funds will be leveraged with other SHIP, HOME and CDBG program dollars from the Housing Division's current fiscal year budget for the housing projects. Previously, the City has received $160,000 for this program.
Recommendation
The City Commission: 1) accept the $185,831.00 RCMP grant award; 2) authorize the Mayor to execute the RCMP contract and any other certifications and documents associated with the RCMP grant to consummate the award; and 3) authorize the Housing Division to use its standard housing program documents for each eligible approved project.
