Explanation
The City of Gainesville's Local Housing Assistance Plan sets forth the City's strategy to utilize State Housing Initiatives Partnership (S.H.I.P.) funds in meeting the goals stated in the Housing and Community Development Consolidated Plan of providing decent, safe, sanitary, and affordable housing to all City residents. The LHAP covers State Fiscal Years 1996-97, 1997-98 and 1998-99. This Plan meets the provisions of Chapter 9I-37 of the Florida Administrative Code, State Housing Initiatives Partnership Program. The LHAP details the program activities and management plan for the utilization of these funds through partnerships among public and private not-for profit and for-profit entities to enhance affordable housing in the City of Gainesville.
This plan is being amended to allot Fiscal Year 1998-99 SHIP funds for the rehabilitation of homes being purchased through the Downpayment Assistance Program. The program currently provides a maximum of $4000 to cover eligible downpayment and closing costs. Under the revised plan, additional funds up to $4000 would be set aside to repair minimum housing code violations and insure safe and decent housing for first time buyers purchasing S.H.I.P.-assisted units. The amended plan would provide a maximum of $8000 per unit for Downpayment/Rehabilitation Assistance. This strategy mirrors the Alachua County S.H.I.P. Program.
Fiscal Impact
The LHAP has been prepared based on a funding projection of $612,216 for Fiscal Year 1998-1999
Recommendation
The City Commission: 1) approve the amended City of Gainesville's State Housing Initiatives Partnership (SHIP) Local Housing Assistance Plan (LHAP) for State Fiscal Years 1996-97, 1997-98 and 1998-99; 2) authorize the Mayor to execute all necessary documents and certifications pertinent to the LHAP, subject to the review and approval by the City Attorney as to form and legality; 3) authorize the submission of the LHAP for review and approval by the Florida Housing Finance Corporation; and 4) adopt a resolution approving the City of Gainesville's LHAP, as required by the S.H.I.P. program (A copy of the LHAP is on file in the Clerk of the Commission's office. After January 11, 1999 a copy of the Agreement will be on file in the Community Development Department.)
