Explanation
On July 28, 2008, the City Commission adopted the City of Gainesville Strategic Plan for Fiscal Years 2009/2010. The strategic plan is a living document which features a framework that can be adjusted based on the current needs of the community. To develop the City of Gainesville Strategic Plan for Fiscal Years 2009/2010, the City Commission held a retreat in December, 2007, a follow-up retreat in June, 2008, and a workshop in February, 2009.
During the workshop in February, 2009, two new strategic initiatives were proposed by the City Commission to improve the energy efficiency of low-income homes and develop creative ways to measure progress in code enforcement. Existing goals and initiatives were also re-examined and refined through presentations by members of the City Commission, roundtable discussion, and written comments. On May 21, 2009, the City Commission accepted a summary of the retreat and directed the City Manager to update the Adopted City of Gainesville Strategic Plan for Fiscal Years 2009/2010 to include the addition of two new initiatives and initiative changes as recommended by the Sponsoring Commissioner.
Since that time, the Office of Strategic Planning has been meeting with the champions and Sponsoring Commissioners that advocate for the City's Strategic Initiatives. It was through these meetings and feedback from the strategic planning workshop in February, 2009 that the Adopted City of Gainesville Strategic Plan for Fiscal Years 2009/2010 was updated. The revised document includes a summary of activity on each initiative during FY 2009 and minor revisions to the strategy outlined by the champion to accomplish the initiative. Major modifications to the plan include the recommendation to sunset two strategic initiatives, the inclusion of two new initiatives, and the refinement of two existing initiatives based on guidance from the sponsoring commissioner.
Fiscal Note
The strategic planning and budgeting processes are linked to assure that the City's budget reflects the City Commission's strategic priorities.
Recommendation
The City Commission: 1) receive a presentation on the updates to the City Commission strategic goals and initiatives; and 2) adopt the updated City of Gainesville Strategic Plan for Fiscal Years 2009/2010.
Alternative Recommendation A:
The City Commission receive a presentation on the updates to the City Commission strategic goals and initiatives; recommend changes to the updated City of Gainesville Strategic Plan for Fiscal Years 2009/2010; and adopt the updated City of Gainesville Strategic Plan for Fiscal Years 2009/2010.
Alternative Recommendation B:
The City Commission receive a presentation on the updates to the City Commission strategic goals and initiatives, and does not adopt the updated City of Gainesville Strategic Plan for Fiscal Years 2009/2010 and suggests an alternative system/strategy.
