Interagency Geographic Data Project (B)
Explanation
The Alachua County Property Appraiser is proposing to convert recently obtained aerial photography, obtained using new and improved remote sensing technologies, to update and improve the accuracy of existing digital geographic databases. A consortium including the Suwannee River Water Management District, the City of Gainesville Public Works, and Gainesville Regional Utilities have developed a plan to create additional resources from the information sources. These include: 1) A digital photographic base map using aerial photography that has been controlled and processed to achieve a map accuracy of 1 to 2 feet based on established geodetic control with a pixel resolution of 1 foot or less. This compares to current map accuracies, which vary from survey quality (less than 1-foot error) up to errors of 20 to 50 feet in some areas. As a result of this project, color aerial photos will overlay accurately with property boundaries, roadway centerlines and other mapped physical features. This will greatly facilitate the use of digital databases for the location and planning of utilities and other facilities.
2) A digital "intelligent" street centerline network that will allow geographic locations to be accurately identified from street addresses. This will greatly benefit a wide range of community planning and activity reporting projects; 3) Digital elevation information supporting the generation of 2 foot contours meeting National Map Accuracy Standards. This will be of particular benefit for stormwater and flood planning.
Participating in the cooperative effort with the Property Appraiser and other agencies significantly reduces the cost to the City of acquiring this information and establishes a foundation for further cooperation to the mutual benefit of all participating agencies. The City's contribution of $260,000 represents approximately 17% of the total project cost of $1,556,000 for all agencies.
Recommendations
The City Commission authorize: 1) The General Manager and City Manager to negotiate and execute an Agreement with the Alachua County Property Appraiser to participate in the acquisition and development of common geographic information; 2) The General Manager to issue a purchase order to the Alachua County Property Appraiser in an amount not to exceed $160,000; and 3) The City Manager to issue a purchase order to the Alachua County Property Appraiser in an amount not to exceed $100,000.
Fiscal Note
Funding in an amount totaling $100,000 ($50,000 from Public Works and $50,000 from the Stormwater Management Utility) was included in General Government's approved budget for the current fiscal year. Funding for GRU's portion of this project ($160,000) is available from GRU's FY2000-2001 Budget.
