Appointment of a City Representative to the Alachua County Recreation Coordinating Council (B)
Explanation
On January 26, 2004, the City Commission approved an Interlocal Agreement between Alachua County, The School Board of Alachua County, and the City of Gainesville to create the Alachua County Recreation Coordinating Council. The Coordinating Council's responsibilities are identified as:
a) building a coordinated data base of existing facilities and services including user information; b) addressing the issues of parks and recreation in a comprehensive county wide fashion; c) resolving issues of collaboration, such as standards of liability insurance for all organizations delivering recreational services; d) developing consistent practices for the use of recreational resources; and e) mobilizing public and private funding for specific projects and programs.
The Coordinating Council's bylaws state that the Council "shall be composed of not less than five nor more than twenty-six members" and that these members are to be appointed by the Founding Council.
The Founding Council membership consists of: Alachua County, City of Gainesville, School Board, League of Cities, University of Florida, and Santa Fe Community College. Each organization shall appoint one individual to serve as a Council member. Other Alachua County municipalities (Alachua, Archer, High Springs, Hawthorne, LaCrosse, Micanopy, Newberry, and Waldo) are encouraged to each appoint one individual to serve as a Council member as well.
Other members of the Council will consist of individuals from:
a) non-profit organizations providing or facilitating recreational services in the County (total of four members); b) other community-based organizations promoting services in the County (total of four members); and c) for profit organizations providing recreational services in the County (total of four members).
The formal appointment of a City representative to the Coordinating Council was put on hold last year due to the effort to pass the half cent sales tax initiative for recreation and roadways. The County Commission has recently requested their staff to move towards finalizing the membership of the Coordinating Council; therefore, City of Gainesville has been requested to officially appoint its representative to the Alachua County Recreation Coordinating Council.
