Explanation
At their May 21, 2001 meeting, the CRA previewed the prototype black and white tow away sign and referred it to the advisory boards for their input.  Several signs were displayed near the employee entrance at City Hall so that community members could view the sign in comparison to current signs.  CRA advisory board members were asked to view at their leisure and discuss the issue at their next board meeting.
 
On June 6, 2001, the Downtown Redevelopment Advisory Board discussed the sign and recommended its approval to the CRA.  On June 26, 2001, the Fifth Avenue Pleasant Street Advisory Board discussed the sign and recommended its approval to the CRA.  The College Park University Heights Advisory Board discussed the sign and recommended its approval to the CRA on July 11, 2001.
 
In all three discussions the issue of reflectivity has been stressed.  State statutes require that the signs be reflective.  Several board members have expressed concerns that a significant number of the existing signs are not reflective.
 
Public Works and CRA staff met with GPD's attorney, Ron Combs, to discuss how to proceed with this issue if the CRA Board desires to move forward.  At that meeting it was determined that choosing a specific font would be too arbitrary.
 
On August 20, 2001, the CRA approved a recommendation from the Executive Director to recommend the
City Commission direct the City Attorney's office to draft an ordinance that regulates tow away signs on private property within the three redevelopment districts, requires that all tow away signs meet State statutes, specifies that all tow away signs will be reflective white lettering on a nonreflective black background, and requires that all existing signs be replaced by January 1, 2004.

Recommendation
