Title
Dual-Naming of City Roads - Discussion of Outstanding Request (NB)

The Recreation, Cultural Affairs and Public Works Committee recommends the City Commission to accept the one outstanding request relating to Dual-Naming of City Roads.

Explanation
At their March 12, 2009 meeting, the Recreation, Cultural Affairs and Public Works Committee discussed the outstanding requests relating to dual-naming of City Roads. Staff presented the one outstanding referral received from Mr. John Dukes III requesting to rename NE 21st Street between NE 8th Avenue and NE 10th Avenue to honor Ms. Gloria Jean Merriex. The Recreation Cultural Affairs and Public Works Committee recommend the City Commission to accept the one outstanding request that was submitted prior to the current policy for dual-naming of city roads.

On February 5, 2009, the City Commission approved the Recreation, Cultural Affairs and Public Works Committee's formalized framework to establish a policy by which the City Commission would consider requests for dual-naming a city road or memorializing individuals.  Mr. John Dukes asked the City Commission to revisit the request to dual-name NE 21st Street between NE 8th Avenue and NE 10th Avenue as this request was submitted prior to the current approved policy.

On June 9, 2008, staff received a letter from Mr. John Dukes III requesting to rename NE 21st Street between NE 8th Avenue and NE 10th Avenue to honor Ms. Gloria Jean Merriex.  At that time, staff processed the request through the normal practice.  Staff contacted Mr. Dukes to request that he submit a petition from the community in addition to his initial correspondence request.  On July 18, 2008, Mr. Dukes submitted a petition to staff.  At the July 15th City Commission meeting, discussions arose concerning the current practice of dual-naming of city roads.  The issue of dual-naming city roads was then referred to the Committee to establish a policy for dual-naming of city roads.  On July 21, 2008, staff was asked to hold all current and further requests for dual-naming of city roads until the Committee made final recommendations.  The request to dual-name NE 21st Street between 8th Avenue and NE 10th Avenue was the only item received and no other requests were received during this time.
