Title

Phoenix Area Summer Recreational Teen Program (NB)

Explanation

In January 2004, the City leased a double-unit building in the Phoenix subdivision in the SW quadrant of the City to provide a place for local children to gather for recreation, after-school and summer programming as no other parks or recreation facilities exist within five miles of the community.  In addition, GPD also uses this facility for meetings and as a substation.  The City formed a partnership with the Family Christian Association of America (FCAA) whereby the FCAA would provide after-school programming throughout the school year and the City would provide summer programs in that area.  Subsequently, the FCAA secured only enough funding to allow them to run a limited summer program.  The FCAA summer program would operate during the day and accommodate youth, aged 5-12, in the Phoenix subdivision.  Realizing this would serve only about half of the children in the Phoenix area, the Recreation & Parks Department staff is proposing to run a late afternoon/evening program for middle school teens that would compliment the program run by the FCAA.  The Recreation & Parks Department staff would operate the proposed program for 45 days over the summer (9 weeks). The program would utilize two contracted staff persons to oversee activities designed to stimulate the interest and involvement of youth between 13-15 years of age.

Fiscal Note

Staff requests funding in the amount of $6,000 to be utilized in providing a Recreational program to the Phoenix area during the summer of 2004. Of the $6,000 requested, $4,000 will be used to pay contractual staff; $500 will be used for supplies; $1,200 will be used for transportation and admittance to Mickle Pool; and $300 will be used for start-up costs and contingency.

Recommendations

The City Commission: 1) approve the proposed summer recreation program operated by the Recreation & Parks Department in the Phoenix area; and 2) fund the program with $6,000 from the City Commission contingency funds.
