Explanation

Alachua County and the City of Gainesville are continuing to cooperate on a joint recycling promotion and education campaign.  This campaign includes both a general program for the City of Gainesville and for Alachua County's mandatory refuse collection area, and a targeted campaign addressing the minority and low income population.

 

Proposals from two qualified firms were received.  An evaluation committee composed of County and City of Gainesville staff ranked Group 5 & Associates, Inc., as having the top ranking proposal.  On June 8, 1999, the County approved the bid award.  On August 9, 1999, the Gainesville City Commission approved the agreement, and authorized the City Manager to negotiate and sign the contract.

 

This agreement has been in effect since October 1, 1999 and expires September 30, 2000.  The agreement may be extended for three (3) additional one-year periods.

 

Fiscal Note

A total budget of  $79,000 has been proposed for Fiscal Year 2000-2001 for the contract for Annual Public Education for Recycling and Reduction of Solid Waste and Yard Trash, depending upon the availability of funds.  Approximately $30,000 will be provided by the City of Gainesville's State of Florida Recycling and Education Grant, $15,030 will be provided from the Solid Waste Enterprise Fund, and approximately $33,970 will be provided by Alachua County's Municipal Services Benefit Unit (MSBU).

 

Recommendation

The City Commission: 1) authorize the City Manager or his designee to execute a contract with Group 5 & Associates, Inc., for the period of October 1, 2000 through September 30, 2001, subject to approval of the City Attorney as to form and legality; and 2) approve the issuance of a purchase order to Group 5 & Associates, Inc., in an amount not to exceed $45,030 for the public education services for recycling and reduction of solid waste and yard trash for residential customers for fiscal year 2000-2001, subject to availability of funds.
