Construction Managers for Minor Projects (B)
Explanation
In March 2009, the Gainesville Community Redevelopment Agency (CRA), acting both on its own behalf and as agent for the City of Gainesville, issued a Request for Statement of Qualifications (RFQ) to obtain construction management professional services for Minor Projects. For those CRA sponsored projects and improvements on City property, or property for which the City has a license/permit to contract or maintain, ("City projects") the City is the contract party and the City Commission the approving authority. A Minor Project is defined as a project that has a construction budget of less than $1,000,000.
Seventeen (17) firms responded to the RFQ, and in April 2009, the selection committee, made up of staff from CRA and Public Works, met to evaluate and rank the written proposals. The top ten ranked firms were invited to present their qualifications to the selection committee on May 13 and 14, 2009. From these presentations, four (4) firms were selected with which to negotiate continuing services contracts. The firms are, in order of ranking, PPI Construction Management, BBI Construction Management, Inc., Scherer Construction & Engineering, and Oelrich Construction. Firms will be selected for projects according to their expertise, which is diversely represented among the firms, provided further that all things being equal selection is based upon rank order. Examples of the types of "City" projects that these firms will be selected for are the Lynch Park and South Main Street Medians.
Fiscal Note
Fees and budgets to be charged will be determined on a per project basis. Projects selected are expected to cost less than $1,000,000 in construction.
Recommendation
CRA Executive Director to the City Commission: 1) Approve ranking of the top four construction managers; and 2) authorize the City Manager to negotiate and execute contracts for construction management services with the top four firms, subject to approval as to form and legality by the City Attorney.
