FY 2010-2011 Funding Recommendations and Annual Action Plan (Application) for Community Development Block Grant (CDBG) and HOME Investment Partnerships Program (HOME) Funds (B)
The City Commission is asked to consider recommendations for allocating CDBG and HOME funds for FY 2010-2011 and to authorize the submission of an Annual Action Plan (application) to HUD based on the allocations that are approved by the City Commission.
Explanation
Each year, a portion of the City's CDBG and HOME funds are set aside for the City projects implemented by the Housing & Community Development Division, Recreation and Parks Department and Public Works Department. For FY 2010-2011 a portion of the CDBG Program funds are set aside for City Housing Programs, Block Grant Administration, Recreation & Parks projects, Code Enforcement Division projects, Homeless Capital project and Cold Weather Shelter for the homeless. Likewise, part of the City's HOME funds are set aside for the City Housing Programs and Block Grant Administration. The remaining CDBG and HOME funds are made available to non-profit outside agencies and other public agencies through a competitive process that involves review and recommendations by the Citizens Advisory Committee for Community Development (CACCD). The FY 2010-2011 CDBG and HOME funding recommendations are outlined in Attachment A.
The CACCD has formulated its recommendations on allocating the "competitive" CDBG and HOME funds as outlined in its report to the City Commission, which is included with the back-up. The CACCD's recommendations total $255,870 for CDBG and $194,534 for HOME. Copies of the CDBG and HOME applications that were reviewed by the CACCD are on file in the Office of the Clerk of the Commission. The CACCD funding recommendations are listed on Attachment B (CDBG Program) and Attachment C (HOME Program).
The Annual Action Plan (application) that is submitted to HUD outlines the specific agencies and activities to be funded through CDBG and HOME in the next fiscal year. It will be based on decisions made by the City Commission at the July 26, 2010, budget workshop regarding FY 2010-11 CDBG and HOME funding allocations. The City's Annual Action Plan must be submitted to HUD by August 13, 2010.
Fiscal Note
The total projected CDBG and HOME program expenditures for FY 2010-2011 is $2,420,556. Sources of funds are: CDBG - $1,505,805 and HOME - $914,751.
Recommendation
Recommended Motion: The City Commission: 1) consider recommendations from the CACCD and City Manager and take action as appropriate to allocate FY 2010-2011 CDBG and HOME funds; 2) authorize the City Manager or designee to prepare and submit the FY 2010-2011 Annual Action Plan (Application), including all understandings and assurances contained therein, to the U.S. Department of Housing and Urban Development (HUD) for financial assistance under the Community Development Block Grant (CDBG) Program and HOME Investment Partnerships (HOME) Program and to act on behalf of the City of Gainesville in all matters pertaining to the CDBG and HOME Programs; and 3) authorize the City Manager to execute subrecipient agreements with those outside agencies that are designated to receive FY 2010-2011 CDBG and HOME funding, subject to approval by the City Attorney as to form and legality.
