Contract for Janitorial Services (B)
Explanation
Janitorial contracts for various GRU buildings and plants are required to maintain the facilities. General cleaning along with bi-annual carpet cleaning and floor waxing is included in the service requirements. Since each facility has unique requirements for its cleaning schedule and the areas to be cleaned, each facility's contract is administered individually. Existing contracts for janitorial services for the Kanapaha and Main Street Water Reclamation Facilities and the Murphree Water Treatment Plant are expiring; therefore, new contracts for this service are required.
A Request for Quotation was sent to sixteen prospective businesses, with eight companies responding, one with a no bid. All bidders were required to attend a mandatory prebid meeting and walk through at each of the facilities they were interested in bidding. The quotations were evaluated based on pricing, staffing, commercial cleaning experience, references, past performance and requirements such as insurance, bonding and equipment. A tabulation of the scoring is attached for your information.
Coverall of North Central Florida submitted the best evaluated bid as well as the lowest prices. Coverall has been performing work under a separate contract for janitorial services at the Kelly Generating Station over the past year and has performed extremely well.
Recommendation
The City Commission: 1) authorize the General Manager, or his designee to execute contracts with Coverall of North Central Florida, for janitorial services for FY 2005 for the Kanapaha and Main Street Water Reclamation Facilities and the Murphree Water Treatment Plant, subject to the approval of the City Attorney as to form and legality; and 2) approve the issuance of purchase orders to Coverall of North Central Florida in amounts not exceeding $37,668 for all three facilities for FY 2005.
Fiscal Note
Funds for these services have been included in the FY 2005 Utilities budgets.
