Explanation

The Gainesville Police Department, with strengths in many areas, also is an agency significantly lacking in the area of GIS technology.  The Gainesville Police Department would like to contract with 3001, Inc. professional services to create a Geographical Information System (GIS) database and a Spatial Crime Analysis System (SCAS) program for use by the Police Department's DataTrac and Crime Analysis Units.    This data is needed for crime mapping by the Crime Analysis Unit and for the DataTrac program.  Crime Analysis will continue to use the data to create historical maps of crimes in an effort to tactically deploy officers in an effort to reduce crime.  DataTrac will plot calls for service, arrests, crimes, etc. in an effort to hold commanders, supervisors and ultimately officers responsible for their areas of assignment.  Eventually, the data will be used to create maps that can be viewed on the GPD Intranet, the GPD Web Page and at some point in the Department's vehicles. 3001, Inc. is a specified source.  They have a local office that currently is under contract with the Alachua County Property Appraiser's office to provide orthographic photographs and street centerline data for all of Alachua County as part of a countywide GIS mapping project.  Funds for the countywide project have been provided by the City of Gainesville, Alachua County 911 system, GRU and the Property Appraiser's office.  GPD recently contracted with 3001, Inc. to develop the plan for our Data Trac GIS database project.  As the developer of our projects plan and the vendor under contract to provide the photographs and centerline data for the county, 3001 is the only company able to provide the services requested without the need for the City to expend additional funds and resources to obtain information and services that 3001, Inc. is already under contract to provide to the Property Appraiser.  Contracting with 3001, Inc. will provide a seamless integration with the data and photographs being developed for the countywide project.

 

Fiscal Note

Federal Law Enforcement Contraband Forfeiture Trust Fund for the amount of $65,000 was previously approved for the GIS Conversion Project.  A total amount of $36,180.00 is proposed to be spent on the professional services of 3001 Inc to create and program a Geographical Information System (GIS) database and Spatial Crime Analysis System (SCAS) and to train an individual on this system for use by the Police Department's DataTrac and Crime Analysis Units.  The current balance of the GIS Conversion Project is $45,176.00.

 

Recommendation

The City Commission authorize the City Manager to: 1) approve the expenditure of $36,180.00; 2) execute the contract for services and documents as may be required, subject to approval of the City Attorney as to form and legality; and 3) execute the purchase order to 3001 Inc., as a specified source vendor.
