Agreement with ATC/Intelitran, Inc. for ADA Services (B)
Explanation
The Gainesville Urbanized Area Metropolitan Transportation Planning Organization and the State of Florida Transportation Disadvantaged Commission have both designated ATC/Intelitran, Inc. (ATC) as the Community Transportation Coordinator (CTC) for Alachua County as authorized under Chapter 427, Florida Statutes. In most urban counties in Florida the public transit system and the community transportation coordinator are one and the same agency. In Alachua County these two functions have been fulfilled by separate agencies, one a governmental entity, Regional Transit System (RTS) and one a private corporation (ATC). Chapter 427.016 authorizes any public agency to purchase transportation services from a Community Transportation Coordinator.
The existing ADA (Americans With Disabilities Act) services contract with Coordinated Transportation Service, Inc., (CTS) expires on September 30, 2000. A provision in that contract allows the city to terminate the contract if CTS loses its designation as Community Transportation Coordinator. To ensure continuity in the provision of ADA services, RTS staff proposes that ATC be the coordinator of all ADA trips within RTS's service area. ATC will charge RTS the $12.00 rate less the $2.00 Complementary Paratransit fare, for a net cost of $10.00 per trip. This agreement also provides for the RTS to lease four vehicles to ATC for the purposes of sub leasing them to appropriate transportation providers as assistance in operating ADA service. This contract also allows non-profit sub contractors to obtain vehicle maintenance services at no cost from RTS for RTS owned or leased vehicles.
Fiscal Note
The cost of ADA Complementary Paratransit Service to be operated by ATC on the behalf of RTS is already incorporated in RTS's budget in the amount of $250,000.
Recommendation
The City Commission: 1) approve the proposed services agreement with ATC/Intelitran, Inc.; and 2) authorize the City Manager to execute the agreement subject to approval by the City Attorney as to form and legality.
