Purchase of Multi-Media Equipment for Gainesville Police Department's Data Trac Program (B)
Explanation
The Gainesville Police Department recently sent out a Request for Proposal seeking bids from qualified providers of High Tech Turnkey Multi Media Boardroom Presentation Systems that utilize the latest technology and have demonstrated a proven record of reliability. This system will be incorporated into our newly created DataTrac program.
A total of six (6) vendors submitted bids on this project. After careful review of the proposals submitted, the Whitlock Group of Tampa, Florida was selected. This selection was based on a multitude of factors that included the overall price of the bid submitted, warranty and services offered, personal references, and proven reliability in this field. The Whitlock group had the lowest overall bid, offered the best warranty and service plan, and has completed a multitude of similar projects of an equal or greater magnitude. The Whitlock Group's proposal totaled $70,505.00 for the complete system with the option for a second year maintenance agreement of $4,250.00.
The Gainesville Police Department intends to incorporate this High Tech Turnkey Multi Media Boardroom Presentation System selected into their newly created DataTrac program this fall. This system will enable the Gainesville Police Department to collect, gather, and display both crime data and non-crime data in a timely manner in our newly created DataTrac room. This information will subsequently be utilized by upper management personnel in evaluating Department commanders in their daily performances as well as assessing the allocation of Department resources and ensuring that they are utilized within the community to their fullest potential. This project will improve our ability to assess crime and quality of life issues in Gainesville and to provide the best possible response to citizen concerns within the community.
Fiscal Note
The City Commission, on May 18, 2000, approved $180,000 from the Federal Law Enforcement Contraband Forfeiture Trust Fund, as allowable under Federal 21 U.S.C. § 881 for the Gainesville Police Department's Technology Project. This project included partial funding for the DataTrac program. Funding for this expenditure, not to exceed $74,755, will come from two separate sources. $19,755 of this expenditure will be taken out of the original $180,000 approved by the City Commission. The remaining expenditure of $55,000 (X495) will be taken out of the Local Law Enforcement Fiscal Year 2000 Block Grant, as previously approved by the City Commission on October 9, 2000.
Recommendation
The City Commission authorize the City Manager to: 1) approve the expenditure as budgeted; 2) execute the contract for services; and 3) execute the purchase order to the Whitlock Group, in an amount not to exceed $74, 755 for the High Tech Turnkey Multi Media Boardroom Presentation System and the 2nd year maintenance agreement.
