Explanation
The Elevated Water Storage Tank Number 2 is a one million gallon tank located in the 2000 block of NW 23rd Street which helps maintain water distribution system pressure and provides for fire protection capability.  Put into service in 1955, the steel constructed tank requires coating maintenance to extend the life of the tank.  The exterior of the tank was last coated in 1988 and the coating is reaching the end of its useful life.  Rust has developed at major structural elements on the columns, balcony, handrails, bowl, and tank.  Communication carriers lease space on the tank for the purpose of mounting certain communications equipment through GRUCom.  Prior to coating the tank, modifications must be made to the existing communication cable attachments in order to facilitate future maintenance of the tank.  
 
Invitations to bid for this work were sent by Utilities Purchasing to seven prospective bidders.  A mandatory prebid meeting was held to review the project requirements and visit the job site.  Two bidders attended the prebid meeting and submitted bids, one with a no bid.  A no bid response was received from a third bidder whose schedule would not allow them to bid.  The bid amount is within the engineer's estimate for this work.  A bid tabulation is attached for your reference.
 
The recommended amount of $128,450 includes the bid amount of $121,450 and $7000 to cover a proposed reconfiguration of the cable attachments.  The communication carriers will reimburse GRU for the cost of the cable attachments, estimated to be $41,450, plus the reconfiguration cost of $7000, if accepted.  Therefore, GRU's actual cost for the project is estimated to be $80,000.
Recommendation
The City Commission approve the issuance of a purchase order to Utility Service Co., Inc. for the cleaning, surface preparation, replacement of communication cable attachments, and application of a protective coating on GRU's Elevated Water Storage Tank Number 2 in an amount not to exceed $128,450.
Fiscal Note
Funding for this work is in the approved FY 2004 Murphree Water Treatment Plant and GRUCom O&M budgets.
