Consolidated Annual Performance & Evaluation Report (CAPER) Public Hearing
Explanation
The City of Gainesville (City) is a recipient of CDBG and HOME Program funds, awarded to the City by the U.S. Department of Housing and Urban Development (HUD). In order to receive CDBG and HOME Program funds, the City is required to prepare a 5-Year plan known as the Consolidated Plan. Subsequently, at the beginning of each year, the City prepares a one-year expenditure known as the Annual Action Plan (AAP) outlining the planned use of CDBG and HOME Program funds. At the conclusion of the fiscal year, the City must prepare a year-end performance report known as the CAPER. The CAPER describes the City’s progress in implementing activities and projects of the AAP with the CDBG and HOME funds received from HUD. These activities and projects benefit very low, low-and moderate- income persons residing within the city limits of Gainesville. The 2019-2020 CAPER covers the period of October 1, 2019, through September 30, 2020, and provides a summary of activities undertaken with CDBG and HOME funds during the report period.
Under the guidelines established by HUD, the City holds a public hearing and public comment period regarding the submission of the City’s 2019-2020 CAPER for the CDBG and HOME programs. The purpose of the Public Hearing is to gain citizen input on the City’s efforts in meeting its goals and objectives described in the HUD-approved 2018-2022 Consolidated Plan and 2019-2020 Annual Action Plan.

Recommendation:
The Citizens Advisory Committee for Community Development (CACCD) and City Housing & Community Development (HCD) staff hear and receive all citizen comments on the draft of the 2020 CAPER. All citizen comments will be included in the finalized 2019 CAPER to be submitted to HUD no later than March 30, 2021.
