Appointment of a City Commissioner to serve as a member of the Elected Officials group for school concurrency in accordance with the Interlocal Agreement for Public School Facility Planning.
Explanation
Adoption of a school concurrency program by local governments and school boards by 2008 is one of the changes to Florida's growth management law in Senate Bill 360, which was signed by the Governor in August of 2005.
The School Board as the lead agency and several local governments (including Gainesville) have taken action to participate in the Florida Department of Community Affairs' (DCA) incentive program for early submission of the updated interlocal agreement by September 1, 2006. The Staff working group of the Interlocal Agreement for Public School Facility Planning (comprising staff from the School Board, County, and the cities and towns that are parties to the interlocal agreement) met on October 6th and October 27, 2005. The Staff working group has begun discussion of SB 360 requirements, developed a timeline for the update process, and discussed information to be presented at the anticipated November 15, 2005 annual meeting of the Elected Officials group.
The interlocal agreement requires an annual meeting of the Elected Officials group, which is composed of an official representative from the School Board, the County Commission, each municipality that is a party to the agreement, and a representative from the Regional Planning Council. Staff is recommending that the City Commission designate one of the City Commissioners as a member of the Elected Officials group.
The Community Development Department's Chief of Comprehensive Planning, Dean Mimms is the City's member of the interlocal staff working group.
