Agreement for Professional Services for the Downtown SW Quadrant Parking Garage (B)
Explanation
Purchasing solicited statements of qualifications from firms to provide professional services for the Downtown SW Quadrant parking Garage Facility (New Judicial Center Parking Garage). Six firms submitted statements with one being determined unresponsive. Staff reviewed, rated and then invited the four highest ranked firms to present their qualifications and project approach. On February 26, 2001, the City Commission accepted the selection of the four most qualified firms in the order of ranking and authorized the City Manager or his designee to initiate contract negotiations for professional services in accordance with the Consultants' Competitive Negotiations Act.
The contract discussions with Wilbur Smith Associates led to defining the consultant scope of services into four phases: Phase One is planning study; Phase Two is preliminary design; Phase Three is final design and construction bids; and Phase Four is construction administration. At this time, the exact facility site and size are undetermined. Therefore, only Phase One has a definitive compensation amount. Phases Two through Four have minimum and maximum compensation amounts with a formula based upon a combination of the square footage of enclosed facilities (20,000 to 40,000 square feet) and parking spaces (375 to 700) to set the exact compensation amount. The formula contains the reasonable range for the composition and size of the parking facility. The minimum compensation is $904,000, and the maximum compensation is $1,209,000.
Fiscal Note
Funding for the Downtown SW Quadrant parking Garage Facility consultant agreement has been reserved in the General Fund fund balance. Funds will also be available from the local option sales tax.
Recommendation
The City Commission: 1) authorize the City Manager or his designee to execute the professional services contract with Wilbur Smith Associates that was negotiated in accordance with the Consultants' Competitive Negotiations Act; and 2) authorize the issuance of a purchase order to Wilber Smith Associates in an amount not to exceed of $1,209,000.
