Explanation
On July 12, 2004, the City Commission approved the request to declare Tax Parcel # 14434 and Tax Parcel # 14436  located at 430 NW 7th Avenue, and Tax Parcel # 14431 located at 418 NW 7th Avenue as surplus, and authorized the City Manager to advertise and accept bids for these properties.  At that same meeting, City Commission also approved authorization for the City Manager to execute a Purchase and Sale Agreement for Tax Parcel # 14434 and Tax Parcel # 14436 (to be combined as one lot) and Tax Parcel # 14431 to the adjacent property owner, or the highest bidder; authorized the City Manager to prepare a Special Warranty Deeds; and authorized the Mayor to approve and the Clerk to attest the Special Warranty Deeds to convey the property to the party or parties chosen by the Commission (Legistar 040134; the address to tax parcel 14434 was misprinted as 426 NW 7th Avenue on the July 12, 2004 agenda).  On July 12, 2004, the recommendation was amended so that the bid results would be brought back before the Commission so that the Commission might determine the best bid.  
 
The bids were opened on August 27, 2004 and the results were as follows:  
430 NW 7th Avenue (parcels 14434 and 14436) - Barbara J. Watson bid $5,500 and Hong-Loan Ngo bid  $1,001; 418 NW 7th Avenue (parcel 14431) - Lauren Howard bid $3,100 and  Hong-Loan Ngo bid  $1,001.
The high bidders are adjacent property owners.
 
Fiscal Note
Expenses incurred (advertisements, appraisals, title searches, etc.) will be paid from Public Works operating funds and will be reimbursed from the sale proceeds, with the remainder deposited into the Block Grant Fund.  
 
Recommendation
The City Commission award the bid to the highest bidders, as follows: 430 NW 7th Avenue (parcels 14434 and 14436) - Barbara J. Watson bid $5,500; and 418 NW 7th Avenue (parcel 14431) - Lauren Howard bid $3,100.
