John R. Kelly Generating Station Repowering General Construction Contract (B)
Explanation
As part of the combined cycle installation at the John R. Kelly Generating Station general construction and equipment and materials installation work must be completed. Invitations to Bid were sent to three contractors capable of performing this work, including W.W.Gay, Watkins Engineers and Constructors and National Energy Production (NEPCO). Three contractors, General Electric, BE&K and J.A. Jones-Metrix, were asked if they were interested in receiving an Invitation to Bid, but declined due to previous commitment of their resources. A tabulation of the bids received is attached for your information.
GRU and Burns and McDonnell engineers have completed an evaluation of the bids and determined W.W.Gay Mechanical Contractor of Gainesville, Inc. to be the low, responsive, responsible bidder. The not to exceed amount contains a $448,440.00 contingency (approximately 12% of the bid amount) for potential design changes and revisions to the scope of work.
Recommendations
The City Commission: 1) authorize the General Manager or his designee to execute a contract with W.W.Gay Mechanical Contractor of Gainesville, Inc., for the general construction and installation phase of the John R. Kelly Generating Station Repowering, subject to the approval of the City Attorney as to form and legality; and 2) approve the issuance of a purchase order to W.W. Gay in an amount not to exceed $4,185,447.00.
Fiscal Note
Funds for this project are included in the FY 99/00 Energy Supply budget.
