Resolution for Capital and Operating Assistance Grants - U.S.C. Sections 5316 and 5317 Federal Grant Funds for FY 2008-2009 (B)
This item is a Resolution authorizing the City Manager to execute a request for capital and operating assistance between the City of Gainesville and Florida Department of Transportation (FDOT) to accept U.S.C. Section 5316 and 5317 Federal Grant Funds for FY 2008-2009.
Explanation
FDOT allocates federal grant funds for public transit systems each year. The general Resolution language RTS has used in the past is no longer acceptable to FDOT and RTS has been directed to provide a new resolution which specifically identifies the Grants for which it is applicable. For FY 2008-2009, the U.S.C. Section 5316 allocation for Gainesville is $235,200. These funds will be used to purchase paratransit trips and purchase Mobile Data terminals (MDTs) for the Community Transportation Coordinator (CTC) paratransit vehicle fleet. The U.S.C Section 5317 allocation of $100,000 will be used to purchase paratransit trips.
FDOT requires the governing board of each public transit system authorizing the acceptance of these funds adopt a Resolution.
Fiscal Note
The Operating Assistance grant requires 50% match whereas the Capital assistance grant requires a 10% local match. Funds in the amount of $40,000 for the U.S.C. 5316 operational funds (424790-1-84-01) are available in the FY 2008-2009 RTS ADA operating budget. The 10% local match funds in the amount of $15,520 for the U.S.C 5316 capital assistance funds (424758-1-94-01) for the MDTs will be met by the CTC. The U.S.C 5317 Grant funds in the amount of $50,000 for the operational funds (425290-1-84-01) are available in the FY 2008-2009 RTS ADA operating budget.
