Title
American Recovery and Reinvestment Act of 2009 Funded Projects (NB)
This item is a request to authorize the City Manager to award construction bids and to execute construction contracts and related documents.
Explanation
The City of Gainesville has been designated to receive funding from the American Recovery and Reinvestment Act of 2009 for three projects. Those projects are the 6th Street Rail Trail, the Milling and Resurfacing of NE 8th Avenue, and the NW 34th Street sidewalk. It is the desire of the Federal and State Administrations to initiate the construction of these projects as soon as possible. This procurement is being done by competitive bidding. By authorizing the City Manager to award the pending construction bids and execute the associated contracts and related documents (provided the bids are within identified funding and subject to approval by the City Attorney as to form and legality), an estimated minimum of three weeks may be deducted from the start of construction.
Fiscal Note
$2,300,000 is available from the ARRA of 2009 allocation for the completion of the identified projects. No additional funding beyond that currently provided in the Capital Improvement Program from the City of Gainesville is required.
Recommendation
Recommended Motion: The City Commission authorize the City Manager to: 1) award the bids for the three American Recovery and Reinvestment Act of 2009 funded projects (the 6th Street Rail Trail, the Milling and Resurfacing of NE 8th Avenue, and the NW 34th Street sidewalk) to the lowest responsive, responsible bidder, provided the bid awards are within the approved and available funding for each project; and 2) execute the construction contracts and related documents, subject to approval by the City Attorney as to form and legality.
Alternative Recommendation: The City Commission deny the request and direct the City Manager to proceed with the three American Recovery and Reinvestment Act...
