This agenda item requests the City Commission to approve the execution of a three year Interlocal Agreement( FY 2011-2012, FY 2012-2013 and FY 2013-2014) for operation of the local Office on Homelessness.

Explanation
Since October 2006, Interlocal Agreements between the City of Gainesville, Alachua County, and the Alachua County Housing Authority have been in effect for the operation of a local Office on Homelessness under the direction of the Alachua County Housing Authority. The current Interlocal Agreement expires on September 30, 2011. This agenda item seeks approval of an Interlocal Agreement to provide for the continued services related to implementation of the City of Gainesville-Alachua County 10-Year Plan to End Homelessness to be funded by the City of Gainesville and Alachua County from October 1, 2011 through September 30, 2014. Since the inception of the Interlocal Agreement, the City Commission and Board of County Commissioners have each contributed an equal funding match in the amount $36,000 per year to fund the Office on Homelessness. Although the Interlocal Agreement is proposed for a three-year term, future funding for these services are contingent upon approval of an annual appropriation by the City Commission and Board of County Commissioners.

Fiscal Note
For FY 2011-2012, the City Commission and Board of County Commissioners shall each contribute $36,000; for FY 2012-2013 the City Commission and Board of County Commissioners shall each contribute $36,000; and for FY 2013-2014 the City Commission and Board of County Commissioners shall each contribute $36,000 pursuant to the terms and conditions of the Interlocal Agreement.
