This item involves a request for the City Commission to approve the Resolution authorizing execution of a Joint Participation Agreement between the City of Gainesville and the United States Department of Transportation - Unified Certification Program.

Explanation
All Federal Transit Administration (FTA) grantees who receive planning, capital and/or operating assistance exceeding $250,000 during a Federal fiscal year are required to have in place a Disadvantaged Business Enterprise (DBE) Program. The primary purpose of a DBE Program is to create a level playing field on which DBE firms can compete fairly for contract awards.

Each State is required to have an approved Unified Certification Program (UCP) for certifying that particular contractors are eligible to participate in the DBE program. Florida's United States Department of Transportation (FDOT) has developed and approved a Unified Certification Program for the State of Florida. This approved UCP certifies that particular contractors are eligible to participate in the DBE program. The City of Gainesville Regional Transit System can now rely on the State of Florida UCP for identification of certified DBE firms.

Fiscal Note
The City of Gainesville Regional Transit System received approximately $1,684,854 in Federal funding during fiscal year 2004.

Recommendation
Recommended Motion: The City Commission approve the Resolution authorizing execution of a Joint Participation Agreement with the United States Department of Transportation, and the City Manager, or designee signs the State of Florida Unified Certification Program UCP Agreement as a Non-Certifying Member Status.
