Plaintiff, who worked for Asplundh Tree Experts, alleges that he suffered race discrimination, retaliation and a violation of his civil rights as the result of actions and policies of Asplundh, a contractor, the City and a retired employee of the City, Mr. Evans. The alleged events occurred in 1996.
