Charter Officers' Annual Performance Evaluations and Salary Review (B)
 
This is a review of the Charter Officers' annual performance evaluations and salaries for the past fiscal year ending September 30, 2008.
 
Explanation
The City Commission evaluates the Performance of the Charter Officers on an annual basis.  This review covers the last fiscal year, ending September 30, 2008.  Each Charter Officer has provided a report to the City Commission on the accomplishments of their areas of responsibility and other supporting documentation.  The Human Resources Department has provided current market data for each position.  During this review period, the average pay increase for City employees was 4.27% and the CPI for the Gainesville area as measured by "All Urban Consumers, Southern Region, all Items" was 5.6%.  
 
The Charter Officers' pay increases would be effective on the anniversary date for each Charter Officer as set forth in the individual employment contracts.  The effective dates are:  City Manager, September 6; General Manager, March 3; City Attorney, October 28; City Auditor, November 8; and, Clerk of the Commission, December 1.  Since the EO Director has announced his retirement, he is not participating in this process.  
 
Fiscal Note
Salary increases for the Charter Officers are budgeted in a personal services contingency account.  The cost over the fiscal year varies depending on the effective date and the amount awarded for each Charter Officer.
 
Recommendation
The City Commission evaluate the performance of each Charter Officer and establish appropriate pay increases.
