Title
Chapman's Pond Nature Trails (B)
Explanation
The Chapman's Pond Nature Trails project will return water to nature through a series of shallow ponds and creeks designed to allow reclaimed water to percolate through the earth. This project will help recycle approximately 1 million gallons per day of reclaimed water in a way that benefits our community: a nature park open to the public.
In return for access and use of the park, Alachua County Recreation and Parks will maintain Chapman's Pond Nature Trails (mowing, waste management, etc.). GRU will continue to have access to the park, including the right to operate and maintain our reclaimed water structures. Both Alachua County Recreation and Parks and GRU will be able to designate events at the site, including community events, private use events, school functions, athletic or recreational activities.
Recommendations
1) The City Commission hear a presentation from GRU staff about the Chapman's Pond Nature Trails project and 2) authorize the General Manager, or his designee, to negotiate and execute an Interlocal Agreement/Lease Agreement with Alachua County Recreation and Parks for "Chapman's Pond Park and Trails," subject to approval as to form and legality by the City Attorney.
Fiscal Note
Although GRU may incur expenses associated with improvements to the property, these costs will be offset by Alachua County's maintenance and upkeep.
