Explanation
In December 1994, the City Commission authorized the award of contracts to Burns & McDonnell and Raytheon for professional engineering and consulting services associated with power systems, (including work in connection with the construction, operation, maintenance and management of power generation systems and facilities). These firms were competitively selected as the most qualified to perform work for the power plants. The initial term of those agreements was approximately nine months, with a provision allowing for up to four (4) additional twelve-month extension periods upon mutual agreement of the parties and negotiation of a fee schedule. All four extensions have been used and the agreements expired September 30, 1999.

Due to the demands on staff preparing for the repowering of the John R. Kelly Generating Station, time is not currently available to competitively select sources for new agreements. GRU has an immediate need to have a consultant perform a study to determine the feasibility of alternative pollution control equipment for the Deerhaven Generating Plant. In addition, other work may be required during the term of the requested extension, which parallels the time frame of the remaining preparation, construction and startup phases of the Kelly repowering. Burns & McDonnell and Raytheon were selected in 1994 through a competitive bid process.
Recommendations
The City Commission authorize the General Manager or his designee to negotiate and execute amendments to the contracts with Burns & McDonnell Engineering Company, Inc., and Raytheon Engineers & Constructors, extending the term of the contracts for professional engineering and consulting services by a period of eighteen (18) months, or through March 31, 2001, subject to the approval of the City Attorney as to form and legality.
