Staff recommends extending the contract with Utility Pole Technologies, Inc. for wood pole inspection and groundline treatment services for treated wood utility poles.
Explanation
The City Commission awarded a two-year contract to Utility Pole Technologies, Inc. on January 8, 2007.  The contract expires January 7, 2010 and provides for a two-year extension.  Utility Pole Technologies, Inc. provides good service and has agreed to extend the contract under identical terms and conditions and at the same pricing structure for the additional two year amendment.     
 
The purpose of the wood pole inspection and groundline treatment is to extend the useful life of treated wood distribution and transmission utility poles by identifying and treating wood decay by periodically inspecting and applying preservative treatment, as needed.  This preventative maintenance is intended to stop or retard groundline pole rotting, thereby reducing pole replacement costs by lengthening the life of poles which are otherwise structurally sound.  Approximately 4000 utility poles are inspected annually.  The annual cost for this contract is approximately $88,200.  
Recommendations
The City Commission: 1) authorize the General Manager or his designee to execute a two-year amendment to the contract with Utility Pole Technologies, Inc. for wood pole inspection and groundline treatment services for treated wood utility poles for Energy Delivery; and 2) approve the issuance of a purchase orders in amounts not to exceed budgeted amounts for each year, subject to the final appropriation of funds for each fiscal year.  
Fiscal Note
Funds for these purchases have been included in the FY 2010 Energy Delivery budget and will be requested in subsequent year budgets.
