Explanation
During the March 15, 2004 City Commission meeting, the Recreation and Parks Department requested permission to move forward a proposed new fee waiver policy to the Recreation and Cultural Affairs Committee (RCA) for review. This request was necessitated by the large number of fee waiver requests received by the Department since October 1, 2003.

The Recreation & Parks Director presented the proposed fee waiver policy to RCA at its April 22, 2004 meeting. While RCA approved the policy as presented on April 22nd and recommended that it be moved forward to the City Commission, the Assistant City Manager, after a subsequent review, requested changes be made to the policy that required the policy to be returned to the Committee at its May 13, 2004 meeting for approval of the proposed modifications.

The proposed fee waiver policy would allow the City Manager or his designee to waive fees in the following instances: official meetings or events of other governmental agencies such as Alachua County, the State of Florida, UF, and other City/GRU official departmental events held during regular facility hours; and other non-profit agency public events held during regular facility operating hours. In each of these categories, the event must be free and the parties must be responsible for their own set up, take down, and clean up services. The fee waivers for non-profits shall only be for events that do not charge fees (no admissions, pre-registrations, pre-ticket sales, at-door sales, no associated fees) and the event must be open to the general public. The event cannot be a fundraiser or political in nature. All other community service events not meeting these guidelines may be eligible for the existing co-sponsorship rate that may be granted by the Recreation and Parks Director, or they can request the matter be referred to the City Commission for approval of the fee ...
