This agenda item will attempt to explain the decision to purchase the Mine Resistant Ambush Protected (MRAP) as replacement vehicle for the GPD SWAT Team.
Explanation
The current SWAT Transport Vehicle currently has 240,668 miles logged on the odometer. It is a 1992 Ford that was donated to GPD and is beyond it's useful life . Recently we have had the following issues-difficulty cranking, air conditioning not working, valve cover gasket, manifold intake gasket, lifters, push rod, sway bar replaced, bearings replaced, battery, and starter. There is a lengthy service record for this vehicle. There have been 27 work orders for this vehicle since 2004 and most of the work orders are for over $300; some upwards of $800-$1,000.00. It is a very expensive vehicle to maintain. The engine needs to be replaced and it leaks oils heavily. The safety of the current vehicle is a Level 3, which means it is not bulletproof.
Due to lack of funding, GPD searched for a comparable replacement vehicle at a low or no cost option. At that time the Law Enforcement Supply Office, Federal 1033 Program, notified agencies around the nation of surplus Army vehicles for a vastly reduced price, $2,000 plus the price of transporting the vehicle ($3,000). A new, smaller vehicle would cost $201,000 and up.
Fiscal Impact
None at this time. Cost would be determined in how the City Commission decides to proceed.
Recommendation:
The Public Safety Committee: 1) hear a presentation from GPD staff; and 2) provide direction to staff regarding follow-up actions.
