Pre-Disaster Mitigation (PDM) Program Grant Application for NW 22nd Street Reconstruction Project (B)
This item is a request for the City Commission to authorize the City Manager to file a PDM grant application with FEMA for the NW 22nd Street Reconstruction Project.
Explanation
The Public Works Department has a planned project titled NW 22nd Street Reconstruction that has been approved and funded through the Capital Improvement Plan (CIP). The scope of work to be funded through the CIP includes approximately 2,600 linear feet of NW 22nd Street between West University Avenue and NW 8th Avenue and approximately 1,300 linear feet of NW 5th Avenue between NW 22nd Street and NW 20th Street. The work in this area includes milling and resurfacing as well as a speed table at the intersection of NW 22nd Street and NW 5th Avenue. Sidewalks that are not ADA compliant will be brought up to meet ADA standards. Deficiencies in the stormwater system and missing or broken curb and gutter will also be addressed.
Recently, a proposal was made to expand the scope of this project to include the Overhead-to-Underground conversion of the utility lines within the project limits. Undergrounding the utilities would eliminate the safety issue of downed power lines during and after strong storm events. Also, addressing stormwater concerns would greatly reduce the time for roadways to return to normal, safe conditions. In addition, this work should reduce the cost of GRU repairs in this area after storms and could increase property tax revenues by increasing the property value in the area. Public Works desires to obtain a PDM Grant in the amount of approximately $1 million to fund 75% of this portion of the project.
Fiscal Note
The PDM grant, if awarded, requires a 25% match by the City. Funds are available in the City's CIP.
