FY 2008-09 Funding Recommendations and Annual Action Plan (Application) for Community Development Block Grant (CDBG) and HOME Investment Partnerships Program (HOME) Funds. (B)
The City Commission is asked to consider recommendations for allocating CDBG and HOME funds for FY 2008-09 and to authorize the submission of an Annual Action Plan (application) to HUD based on the allocations that are approved by the City Commission.
Explanation
Each year, a portion of the City's CDBG funds is set aside for the City Housing Division, Block Grant Administration and Public Works projects. Likewise, part of the City's HOME funds is set aside for the City Housing Division and Block Grant Administration. In addition, this year $27,000 has been set aside for a City playground improvement project, $48,000 for a homeless capital initiative, $25,000 for cold weather shelter for the homeless, and $43,310 is reserved for other city-administered "public services" programs - all from CDBG. The remaining CDBG and HOME funds are made available to nonprofit outside agencies and other public agencies through a competitive process that involves review and recommendations by the Citizens Advisory Committee for Community Development (CACCD).
The CACCD has formulated its recommendations on allocating the "competitive" CDBG and HOME funds as outlined in its report to the City Commission, which is included with the back-up. The CACCD's recommendations total $171,272 for CDBG and $158,929 for HOME. Copies of the CDBG and HOME applications that were reviewed by the CACCD are on file in the Office of the Clerk of the Commission.
