Explanation
The City Commission approved a new Performance Management Policy on July 16, 2009 that established a "pay for performance" standard for management, administrative and professional employees (MAP).  At the same time, management developed a new Performance Management & Evaluation System for the MAP employees to support this policy.  
 
It is management's intention to implement this new policy over two years.  The new evaluation system will be used to evaluate employee performance for the past year (FY2009) but instead of pay for performance, we will provide each MAP employee with a 1% across-the-board pay increase effective January 2010.  For FY2010 we will adopt the pay for performance which will link the evaluation score to the pay increase that employees will receive in January, 2011, if funds are available.  
 
Management has adopted this strategy because, as a matter of fairness, it is important for employees to fully understand the new performance management system that will be used to evaluate their performance and distribute any pay increases available. This implementation strategy will provide both managers and employees a year of experience with the new system before it actually impacts pay.  
 
Fiscal Note
The FY2010 budget included a 1% pay increase to MAP employees.
 
Recommendation
The City Commission approve management's plan to transition implementation the pay for performance system over a two year period.
